Trouble with materials/models

Hey Guys,

I am having a bit of trouble with some materials in the PERP 5.3 Serous roleplay server.  I have downloaded the PERP mega pack, the map, and content from this website, extracted them to the correct locations, but for some reason, I just cannot get the Gardening Plant to stop showing up as ERROR.  I have tried a few other PERP content packs I've found elsewhere, which didn't help.  What am I missing?  Is there a game I have to have?  I have TF2 installed and have launched it already.  If I remember correctly I thought the model was from TF2 but I guess not.  If anyone could help me out that would be great!
